2020年1月11日上午，北京德成經(jīng)濟(jì)研究院（德成智庫(kù)）在天下名企匯召開(kāi)2019年年會(huì)暨2020年新春茶話(huà)會(huì)。會(huì)議由院長(zhǎng)甘德安教授主持，湖北晉商協(xié)會(huì)副會(huì)長(zhǎng)兼秘書(shū)長(zhǎng)、全國(guó)晉商協(xié)會(huì)秘書(shū)長(zhǎng)霍愛(ài)文、首佳集團(tuán)武漢國(guó)佳評(píng)估公司陳紅宇博士作為特邀嘉賓出席了會(huì)議。

德成智庫(kù)學(xué)術(shù)委員會(huì)主席楊衛(wèi)東教授做了《一條新興的美國(guó)上市模式——關(guān)于SPAC公司的介紹》的主題報(bào)告；德成智庫(kù)院長(zhǎng)甘德安教授做了《邁向2020的德成智庫(kù)》的工作總結(jié)；德成智庫(kù)副院長(zhǎng)金勇教授做了《2019年研究工作與培訓(xùn)工作報(bào)告》總結(jié)；院長(zhǎng)助理兼咨詢(xún)部陸漢標(biāo)主任做了《2019年咨詢(xún)工作總結(jié)報(bào)告》；財(cái)務(wù)部兼辦公室主任胡明美做了《2019年財(cái)務(wù)規(guī)范要求報(bào)告》。報(bào)告中既總結(jié)了2019年工作的成績(jī)，也對(duì)存在的問(wèn)題進(jìn)行了反思，并對(duì)2020年工作進(jìn)行了展望。

總結(jié)2019年工作成績(jī)，德成學(xué)術(shù)委員會(huì)主席楊衛(wèi)東教授欣喜于德成引入了眾多80、90后教授/博導(dǎo)、副教授等。甘德安教授回顧了2019年德成智庫(kù)成功的項(xiàng)目，包括武漢市發(fā)改委、武漢市經(jīng)信局委、青山發(fā)改局、武漢市僑聯(lián)、武漢研究院等委托的研究、咨詢(xún)等項(xiàng)目。金勇教授認(rèn)為過(guò)去一年，德成智庫(kù)課題質(zhì)量受到委托單位的好評(píng)，研究院聲譽(yù)得到提升；課題組織協(xié)調(diào)與工作進(jìn)度控制有所提高；市場(chǎng)競(jìng)爭(zhēng)的能力也得到了加強(qiáng)。

反思2019年工作，甘德安院長(zhǎng)主要總結(jié)了課題研究存在的問(wèn)題和團(tuán)隊(duì)合作存在的問(wèn)題，如有建議欠實(shí)操、課題負(fù)責(zé)人與子課題負(fù)責(zé)人協(xié)調(diào)的問(wèn)題、理論人才與實(shí)操人才的合作問(wèn)題等；金勇教授再次強(qiáng)調(diào)了“質(zhì)量”控制問(wèn)題。陸漢標(biāo)主任對(duì)咨詢(xún)方面存在的突出問(wèn)題進(jìn)行了分析，將其概括為“四多、四少”，如尋求合作的多、達(dá)成合作的少；不加選擇的多，聚焦目標(biāo)的少等。

展望2020年，甘德安院長(zhǎng)強(qiáng)調(diào)了2020年的工作重點(diǎn)，提出2020年是十三五收官之年、十四五規(guī)劃之年，也是企業(yè)轉(zhuǎn)型之年。德成智庫(kù)要聚焦“國(guó)民”二字，“國(guó)”就是側(cè)重城市國(guó)際化發(fā)展研究、城市十四五發(fā)展研究，包括產(chǎn)業(yè)轉(zhuǎn)型與城市空間規(guī)劃研究；“民”就是民營(yíng)經(jīng)濟(jì)、民營(yíng)企業(yè)發(fā)展研究、咨詢(xún)與培訓(xùn)。金勇教授認(rèn)為，德成智庫(kù)不僅要進(jìn)一步加強(qiáng)團(tuán)隊(duì)建設(shè)，而且要加強(qiáng)課題過(guò)程管理；不僅要進(jìn)一步落實(shí)課題負(fù)責(zé)人制和質(zhì)量責(zé)任制，也要加強(qiáng)研究成果的進(jìn)一步深化。咨詢(xún)方面，陸漢標(biāo)主任提出了具體的策略措施，如確定客戶(hù)畫(huà)像、形成自身特色；尋求跨界合作、拓寬獲客渠道等。

在大會(huì)交流階段，大家各抒己見(jiàn)、暢所欲言。趙憲堯教授建議進(jìn)一步加強(qiáng)引進(jìn)青年人才。楊衛(wèi)東教授建議打造一系列培訓(xùn)課程。霍愛(ài)文會(huì)長(zhǎng)認(rèn)為如何把知識(shí)傳遞給企業(yè)是值得德成智庫(kù)思考的問(wèn)題。陳紅宇博士希望開(kāi)拓國(guó)佳與德成智庫(kù)的合作。戰(zhàn)略部主任沈冬教授級(jí)高工強(qiáng)調(diào)了“知識(shí)變現(xiàn)”的重要性。企業(yè)管理部主任陳鞍教授建議德成智庫(kù)要引入更多企業(yè)界的具有實(shí)操能力的人才。高建平主編建議德成智庫(kù)要深入地做一些前瞻性的研究。楊蘭品教授建議智庫(kù)加強(qiáng)政商關(guān)系、營(yíng)商環(huán)境、創(chuàng)新創(chuàng)業(yè)、等方面的研究，以此將政府和企業(yè)連結(jié)起來(lái)。

 

 

會(huì)議充滿(mǎn)了歡樂(lè)、祥和的氛圍；會(huì)后大家舉杯相慶，共祝德成在2020年里取得更大的成就。

 

Decheng Think Tank walked through 2019 and towards 2020

    On the morning of January 11, 2020, Beijing Decheng Economic Research Institute(Decheng Think Tank) held the 2019 annual meeting and 2020 Chinese New Year teaparty. The meeting was chaired by professor Gan De’an, dean of Decheng Think Tank.

 

    Professor Yang Weidong, chairman of the academic committee of Decheng Think Tank, gave a keynote report on An Emerging American Listing Model -- Introductionto SPAC Companies. Professor Gan De’an made a summary ofthe work of Decheng Think Tank towards 2020. Professor Jin Yong, vice dean of the think tank, made a summary of the Work Report on Research and Training in 2019. Lu Hanbiao, assistant of the dean and director of theconsulting department, made The Summary Report of The Consulting Work in2019. Hu Mingmei, director of the finance department and office, made the 2019 Financial Specification Report. These reports not only summarized the achievements of the work in 2019, but also reflected the existing problems andmade a prospect for the work in 2020.

 

    To sum up the achievements in 2019, professorYang Weidong is delighted that Decheng has introduced many post-80s and -90sprofessors/doctoral supervisors and associate professors. Professor Gan De 'an reviewed the successful projects of Decheng Think Tank in 2019, including research and consulting projects commissioned by Wuhan Development and Reform Commission,Wuhan Economic and Information Technology Bureau, Qingshan Development and ReformBureau,Wuhan Overseas ChineseAssociation, Wuhan research institute, etc. Professor Jin Yong believes that inthe past year, the project quality of the Decheng Think Tank has been well received by the entrusted institutions and the reputation of the institute has been improved. The organization and coordination of the subject and the controlof work progress have been improved; the ability to compete in the market has also been strengthened.

 

    Reflecting on the work in 2019, dean Gan De 'an mainly summarized the problems existing in the project research and team cooperation, such as the lack of practical Suggestions, coordination between the project leader and the sub-project leader, and cooperation between theoretical and practical talents. Professor Jin Yong again emphasized the problem of "quality" control. Director Lu Hanbiao analyzed the outstanding problems in consultation and summarized them as "four more andfour less", such as seeking more cooperation and achieving less cooperation; More choices, less focus and so on.

 

    Looking forward to 2020, dean Gan De'an emphasized the work focus of 2020 and proposed that 2020 is the year of the endof the 13th five-year plan, the year of the 14th five-year plan and the year of enterprise transformation. Decheng think tank should focus on the words “guo” and “min”.  “Guo” means Decheng Think Tank should focus on the research on the international development of cities and the 14th five-year development of cities, includingthe research on industrial transformation and urban spatial planning. "Min" means private economy, private enterprise development research,consultation and training.Professor Jin Yong believes that Decheng Think Tank should not only further strengthen the team building, but also strengthen the project process management. It is not only necessary to further implement the project leader system and the quality responsibility system, but also to strengthen the further deepening of the research results. In terms of consultation, director Lu Hanbiao proposed specific strategic measures, such as determining customer portraits and forming their own characteristics; Seek cross - border cooperation, broaden accesschannels and so on.

 

    At the exchange stage of the conference, members and guests of Decheng Think Tank expressed their views and opinions freely. ProfessorZhao Xianyao suggested further strengthening the introduction of young talent. ProfessorYang Weidong suggested polishing a series of training courses. Vice President of Hubei Jinshang association Huo Aiwen suggested that the think tank find ways to transfer knowledge to enterprises. Dr. Chen Hongyu hopes to expand the cooperation between Guojia and Decheng Think Tank. Director of the strategy department, professor Shen Dong, stressed the importance of" transforming knowledge into wealth. ". Professor Chen An, director of theenterprise management department, suggested that the think tank should introduce more practical talents from the business community. Chief Editor GaoJianping suggested that the think tank to do some in-depth prospective research. Professor Yang Lanpin suggested that the think tank should strengthen research on the relationship between government and business, business environment, innovation and entrepreneurship, etc., so as to link thegovernment and enterprises.

 

    The meeting was filled with joy and peace. After the meeting, everyone  toasted and congratulated Decheng Think Tank for greater achievements in 2020.
